  • Snow covers the Mountain Kingdom of Lesotho (left) and KwaZulu-Natal Province of South Africa, as far as the eye can see, in this aerial view northward along the Drakensberg escarpment.  Photo taken at an altitude of about 3,400m (11,200 feet) from a Search and Rescue helicopter crossing the Nkosazana Ridge during the Drakensberg Snow Rescues July 7 to 11, 1996. This flight was part of an extensive 3-day search and rescue operation, coordinated jointly by SANDF 15 Squadron and the Mountain Club of South Africa (MCSA).   The operation was initiated after receiving multiple missing person reports in the wake of the record snowfalls of July 1996.  Ten helicopters were utilized in the operation: 4 Oryx, 4 BK117 and 2 Alouettes.  In total, the search tally grew to 123 known to be unaccounted for – mostly overnight backpackers.  All 123 were subsequently found, 66 were airlifted to safety, and the remainder, well prepared and in good health, chose to decline assistance.   • Mount Hood 3,426m (11,239ft) viewed from Mount Tabor Park in Portland.  The left skyline is Cathedral Ridge, and the right skyline is the Southeast Ridge.  The bulge in the Southeast Ridge is called the Steel Cliff.  Mount Hood is a stratovolcano in the Cascade Volcanic Arc of Northern Oregon. The Environmental Protection Agency (EPA) regulation known as the Long Term 2 Enhanced Surface Water Treatment Rule (aka the LT2 Rule) imposes requirements that open water reservoirs be covered, buried or additionally treated.  This applies to Portland's five open reservoirs and to the unfiltered Bull Run source supplying them. This was only a partial eclipse, as viewed from Mount Tabor Park in Portland, Oregon. These radiating sun stars are caused by the aperture blades in the lense closed down to form a small iris.   • The restaurant terrace at Cathedral Peak Hotel is doused by a passing summer-afternoon thunderstorm.  The Drakensberg escarpment is one of the highest rainfall areas in South Africa, receiving more than 1,500mm per year.  About 85% of annual rainfall falls during the summer months (ie October to March), most of it directly as a result of orographic effects and the associated violent thunderstorms, like this one.  They are typically preceded by a mid-morning build-up of fluffy cumulus cloud and fully developed by midday.  Lightning and heavy rain is frequently accompanied by hail or sleet.   • Near the Cradle of Humankind World Heritage Site (where the 2.3-million year-old fossil Australopithecus africanus - nicknamed "Mrs. Ples" - was found in 1947), a Highveld summer sunset is reflected in the pond of a pure spring near Tonquani Kloof in the ancient quartzites of the Magaliesberg mountain range northwest of Johannesburg.  This area has been occupied by humans for more than 2 million years.  The range itself has a much longer geological history that began as sedimentary deposits that were later consolidated and tilted under the forces of a massive upwelling of molten magma. Leadership fixes potholes, not patching.<br />
Chronic neglect of Portland’s streets is manifesting in the burgeoning number and size of dangerously large potholes across the city.  Here, pothole road damage is seen in Mount Tabor Park, Portland, Oregon. <br />
Engineering: From a technical perspective, a great deal of information can be gleaned from a deep pothole, as it provides a cross-section-view of the pavement structural section…or lack thereof, as in this case.  Here, the asphalt wearing surface is heavily pitted, highly oxidized and brittle, confirming many years of neglect.  The asphalt layer is minimal; confirming this road never received the maintenance originally planned. The size variation of aggregate chunks in the base course layer tells the story of a roadway constructed originally from well-graded materials. Roadway base course should be well-graded, faceted aggregate so as to provide optimum particle interlock.  The breakup of pavement behind and to the left of Pelon – at the gutter – suggests that poor drainage played a role in this failure, and absence or repair has allowed water to saturate the base layers and complete the failure.  This road has failed due to neglect and no amount of patching will restore a level of service – or service life – that should be reasonably expected of it.<br />
