In 1903, John Charles Olmsted of the Massachusetts-based landscape design firm Olmsted Brothers recommended that a city park be developed at Mount Tabor. Portland Parks Superintendent Emanuel T. Mische, who had worked at Olmsted Brothers, consulted with Olmsted on the park layout and integration of the reservoirs into the park design.
