Sun stars radiate from the crescent-shaped sliver of sun not obscured by the moon. This photo was taken at the height of the solar eclipse, at 0922 PTD on August 21, 2017. This was only a partial eclipse, as viewed from Mount Tabor Park in Portland, Oregon. These radiating sun stars are caused by the aperture blades in the lense closed down to form a small iris.
